The results of the activity in the Supreme Court for the I quarter 2014

The first results of fulfilling the assignments of the Head of the state, given at the VI Judiciary convention, including those on improving the legislation in the sphere of justice system were discussed with chiefs of regional and district courts, as well as with officials of the Department and its subdivisions onsite. A number of initiatives of the Supreme Court were supported in Majilis of the Parliament by deputies in the course of discussion of drafts of the Criminal Code, Criminal procedure code, constitutional law «About the judicial system and status of judges of the Republic of Kazakhstan», legislative acts regarding further simplification of justice administration and decrease of bureaucratic procedures».

The working group of the Supreme Court prepared a draft of a new Code of civil procedure, which is at present brought to a wide discussion. Local courts were assigned additionally to work out and bring constructive suggestions on this draft.

It was assigned to proceed immediately to execution of the approved order by the President of a United state plan of actions on transition to a new model of criminal law and criminal procedure.

K. Mami noted preservation of a dynamics of increase of a quantity of references of citizens to courts, which is indicative of an increased level of trust of citizens to the judicial system of the country. In whole in spite of increase of the volume of load, the quality of justice administration did not worsen

At the meeting reports of chairmen of certain regional courts were heard, there are drawbacks in the work.

Besides issues of observance of judiciary ethics norms and increase of efficiency of anti-corruption measures were discussed.

Within the framework of fulfilling the order of the President of the country about increase of the staff of judges the assignments were given to regional and district courts regarding improving the procedure of selection of candidates to judges, stiffening demands to them, their training and onsite training.

Tasks were set on ensuring a proper interaction of courts with mass media and improving the work of press offices onsite.

For the purpose of ensuring conditions to increase openness and accessibility of justice system, relevant assignments were given on further introduction of electronic justice system, systems of audio- and video recording of a judicial process and other info-communication means.

This will allow the participants of the justice system to get operatively the information about progress of case, and get acquainted with pronounced decisions of the court and other judicial information.

In conclusion the Chairman of the Supreme Court underlined that the government of the country take all measures on improving the conditions of courts activity, which in its turn, obliges to strengthen the work on increase of the quality of justice administration.
