The Supreme Court held a meeting with the representatives of “Atameken” NCE

The event was attended by Deputy Chairman of the Board of "Atameken" NCE Rustam Zhursunov as well as several directors of departments. Yelis Abdykadyrov, the chairman of the Supreme Court Judicial Board for Civil Cases, the judges of the highest judicial body, the leadership of the Court Support Department at the Supreme Court from the side of judiciary.

The purpose of the meeting is to discuss the current issues on improving the business environment in Kazakhstan.

Opening the meeting, Ye. Abdykadyrov stressed that the level of judicial protection of citizens' rights and business interests in Kazakhstan meets the basic parameters of advanced international standards today. Within the framework of the Plan of the Nation the reforms in recent years have made justice one of the most accessible and operational in the world. In ranking Doing Business of the World Bank, the judiciary of Kazakhstan is among the top ten countries in the world for the past two years.

At the same time, there are a number of problems related to the subjective evaluation of the activities of courts from the entrepreneurs’ side. Especially this trend is observed in the regions. This is shown by opinion polls including those carried out by the international structures.

In this regard, E. Abdykadyrov emphasized the importance of strengthening the interaction of the Supreme Court and the Atameken NCE on judicial protection of business. Prior attention should be given to the issues of legal education of business circles in the regions including such fundamental issues as ensuring the independence of the judiciary and institutional evaluation of the courts. Today this is especially important for proper internal and international monitoring of the development of all spheres of the republic, including such parameters as investment protection and economic development.

The Memorandum of Cooperation between the “Atameken” and the Supreme Court of 2014 is of great importance to strengthen the joint work. In addition, it is proposed to create joint mobile groups: to work on Kazakhstan's rating indicators, improve legislation and explain the court practice on corporate disputes. The courts are ready to take an active part in the explanatory work via the "Atameken Business Channel" channel. To measure the mood of the business environment and the level of perception of the work carried out by the courts, the Atameken NCE was asked to conduct an independent opinion poll on work of the judicial system.

In the course of the meeting, the Head of the Department of the Supreme Court Nurserik Sharipov presented representatives of the NCE the possibility of "electronic justice" with an emphasis on "Court Office", "New Bank of Judicial Acts" services, etc.

During the event, an interested exchange of views took place on all the issues raised. There was a mutual understanding on the necessity to intensify the joint work between the participants. A decision to develop a roadmap indicating specific cooperation measures was made.
